Do I need to completely remove all rust and paint before applying Primer 2-in-1?

nC Corrosion Passivator Primer 2-in-1 can be applied directly to rust. Loose paint and loose rust must be removed. Surfaces that are already coated and have good adhesion of paint or coating remain unaffected.
